June 10, 2020 Town Board Minutes

Supervisor Walsh called the meeting to order at 9:15 am with the Pledge to the Flag at the Rondout Municipal Center followed by a moment of silence for Lydia La Fera Baluch, James Wilson, Trudy Mclnerney, Agnes Hilmi, Joseph Magliocco III, Joseph McCall, Paul Herrling, Donald Krom, Anthony Cacchio, George Floyd and all of those who were killed during riots, protests, and unrest across the nation.

ALSO PRESENT: Jill La Fera; Assistant to the Supervisor.

Supervisor Walsh made a statement that the Rondout Municipal Center (RMC) Building will remain closed to the public until July 31st; all offices are still available for limited hours but can be reached through phone calls and email. In response to the death of George Floyd, Supervisor Walsh read a statement from Chief Schaffrick. (Please see attached)

Supervisor Walsh made a motion to approve the May 13th Minutes, 2nd by Councilman Pryslopski. Roll Vote: 5 Yes.

Committee Reports:

Councilman Igoe (Police):

• Chief Schaffrick is very receptive and willing to work with any residents that would like to put up vigils and/or anti-racism displays. He asks for the community to contact him of any assembly being formed so the Police Department can be made aware.

Councilman Igoe (Food Pantry):

• They are always in need of food and/or monetary donations.

Councilman Igoe (Youth):

• All summer programs have been canceled.

Supervisor Walsh reminded the public that the pool and all summer programs have been canceled. The Town may be able to reevaluate in August to see if there are any programs that can be opened up again.

Councilman Pryslopski (Town Clerk):

• They are still working limited hours and yes they can issue fishing licenses.

Councilman Pryslopski (Justice Court):

• The Court is waiting on State wide guidance for reopening but they are planning to reopen in August, 2020.

Councilman Pryslopski (Transfer Station):

• Remains working reduced hours, they are open Tuesdays, Thursdays and Saturdays.

Councilman Pryslopski (Dog Control):

• The Town will remain in contract with the SPCA as long as Matilda’s Law is in effect, the Dog Warden can be reached at the same phone #(845)389-2205.

Councilman Pryslopski (Environmental Commission):

• Did not meet last month.

Councilman Hughes (Planning Department):

• Next meeting is tomorrow at 7:00 pm. You can access the meeting via Bluejeans; the log in information is available on the Town of Rosendale website.

Councilman Hughes (ZBA):

• The June meeting is next Tuesday. You can access the meeting via Bluejeans; the log in information is available on the Town of Rosendale website.

Councilman Hughes (HFWD):

• The SUNY Ulster water line work is almost complete.
• The next water shutdown is scheduled for October 1st, 2020.

Councilman Hughes (Water/Sewer):

• The new Wastewater Treatment Plant (WWTP) generator is coming in July.
• Updates to the WWTP will most likely not be happening for several months.

Councilman Hughes (Building Department):

• They are moving right along with the work load.

Councilman Klepeis (Economic Commission):

• Did not meet in the month of May and will not be meeting in June.

Councilman Klepeis (Recreation Commission):

• Did not meet in the month of May.
• The facilities are still closed.

Councilman Klepeis (Chamber of Commerce):

• The Chamber of Commerce raised funds for the promotion of Rosendale businesses and will be supporting members with advertisements placed regionally for groupings of businesses in the town.

Councilman Klepeis (Tax Collector):

• They are done for the season as of June 1st. The Tax Collector will meet with Ulster County to turn in the tax books.

Councilman Klepeis (Street Lights):

• There is an item on the agenda for the Street Lights Grant.

The Council Members will report the last few months of financials at the July meeting. Supervisor’s Report Read.

Supervisor Walsh stated that sometime this month they will go out to bid for two generators, one for the RMC Building and one for the Bathhouse. The information will be posted as soon as they have the details on that.

Supervisor Walsh made a motion to accept the Resignation of Zachary Mitchell effective 5/31/2020, 2nd by Councilman Igoe. Roll Vote: 5 Yes.

Supervisor Walsh made a motion to hire Anthony LaRocca and Garrett Lapp as Police Officer at $11.80 per hour for no more than 20 hours per week effective 7/1/2020, 2nd by Councilman Igoe. Roll Vote: 5 Yes.

Supervisor Walsh made a motion to accept the letter of temporary furlough from Mary Alice Klepeis effective 5/31/2020, 2nd by Councilman Pryslopski. Roll Vote: 5 Yes.

1. Supervisor Walsh made a motion to accept the $250 donation from Rondout Valley Federation of Teachers and School Related Professionals to the Youth Center, 2nd by Councilman Igoe. Roll Vote: 5 Yes.
2. Resolution 6-2020-#1 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale authorizes the Supervisor to sign the quote from Chargepoint, Inc., 2nd by Councilman Igoe. Roll Vote: 5 Yes.
3. Resolution 6-2020-#2 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale hereby authorizes the Supervisor to use budgeted funds to pay for the balance of the DASNY Grant Projects, 2nd by Councilman Klepeis. Roll Vote: 5 Yes.
4. Resolution 6-2020-#3 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale authorizes the Supervisor to sign the proposal from Aqualogics Systems, Inc. for $13,300.00 for radios for the Sand Hill Water Tank, 2nd by Councilman Hughes. Roll Vote: 5 Yes.
5. Resolution 6-2020-#4 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale hereby authorizes the purchase of the new 2020 Dodge Ram 3500, the payment will be taken out of DA5130.2 in the amount of $38,000.00 and DA5111.4 in the amount of $3,352.10, 2nd by Councilman Igoe. Roll Vote: 5 Yes.
6. Proclamation #2 of 2020 – Supervisor Walsh made a motion that the Town Board of the Town of Rosendale hereby proclaims the month of June as Migraine and Headache Awareness Month in the Town of Rosendale, 2nd by Councilman Hughes. Roll Vote: 5 Yes.

Supervisor Walsh mentioned that the Work Share Unemployment will remain in effect for 19 employees until July 31st; this program is saving the Town $67,000.00 and she is still trimming other budgets to compensate for loss of revenue this year.

Supervisor Walsh made a motion to approve the vouchers and pay the bills; the Deputy Town Clerk read the Funds and Voucher #’s out loud:

Supervisor Walsh made a motion to move Town Board Meeting on July 8 th to 9:00 am, 2nd by Councilman Pryslopski. Roll Vote: 5 Yes.

Supervisor Walsh made a motion to adjourn at 10:10 am, 2nd by Councilman Klepeis. ROLL VOTE: 5 YES.
